Kathleen Evers

Kathy is the Managing Director and Head of Municipal Research for BMO Capital Markets. Based in New York, she provides credit- and research-related support for the firm’s U.S. Public Finance group.

Prior to joining BMO Capital Markets, Kathy started her Public Finance career at Moody’s Investors Service, and subsequently joined Financial Guaranty Insurance Company, where she led the Utilities and Transportation group and also co-headed the Public Finance team. At Merrill Lynch, she worked in Fixed Income Research and the Private Client Group, where she supported financial advisors in managing fixed income portfolios for ultra-high net worth clients. As head of the Public Finance department at Assured Guaranty, Kathy managed the development of the firm’s primary market bond insurance platform and transition from a reinsurance-only company. Most recently, she was Director of the Public Finance Credit Risk Management group at Dexia Credit Local, a European bank with sizable exposure to the U.S. municipal market. Kathy joined BMO Capital Markets in 2011.

Kathy holds a Master of Regional Planning from the University of North Carolina at Chapel Hill and a Bachelor of Science from the University of Minnesota. She is a current member and former chairman of the Municipal Analysts Group of New York, and a current member and former board member of the National Federation of Municipal Analysts.

Joyce L. Miller

Joyce is a Managing Director in the BMO Capital Markets Municipal Research Group. Joyce is responsible for surveillance and disclosure activities and also provides research support to FIUS. She began her career in municipal research in 1985 at Van Kampen Merritt, a mutual fund company. Joyce was formerly the Securities Industry and Financial Markets Association (SIMFA) representative to GASAC, the advisory council to the Governmental Accounting Standards Board (GASB). She joined BMO Capital Markets in 1992 though a predecessor firm as a Municipal Credit Analyst.

Joyce earned her Master of Arts and Bachelor of Science degrees from Northern Illinois University.
